Is there anything preventing one of the branches from limiting voting to only their branch?
In the nominations stage, voters only nominate Best Picture and then their own branch. In the final voting stage, they can vote for all 24 categories.

I had read that already. I was trying to figure out if a branch wanted, could they change the requirements to restrict voting (after nominations) to just their branch?
I seriously doubt any branch would be allowed to do that by the Academy. The logistics alone of creating different ballots for different members would be a nightmare. And the tradition of being allowed to vote for everything* is too long-standing to change.
(*yes, some branches at one time required confirmation of attending screenings to be allowed to vote–shorts, docs, foreign–but those rules have also been relaxed).
