By the loose standard set by the Academy, there’s no conceivable way Mustang meets the criteria. Do the right thing, AMPAS!
Director (Denis Gamze Ergüven) : studied film at FEMIS (film school in Paris), lived in France for most of her life (since the 80’s) I believe she has both nationalities (unsure on that part)
Co-Writer (Alice Winocour) : French
Producers : French

Really, if Denis Gamze Ergüven is a French citizen the sentence you quoted is fullfilled and you have no ground to stand on. I can’t find any info on that, but having lived in France for so long, she almost certainly is a French citizen.
True Teproc. Actually in recent interviews Ergüven has declared she’s also a French citizen. And not counting in fact most of the crew (Cinematographer, Editor, Composer) are French. If any case, “Mustang” is mostly French than some of recent past submissions like “The Past”…
