I went with eastwood who is great in both acting and directing.
Chaplin was just in a class of his own. I was always more of a Buster Keaton fan, but Chaplin is certainly the best from this list

As great as Chaplin, Allen, and Eastwood were on screen, they were (for the most part) more like iconic performances than convincing acting jobs. In my opinion, Welles had shown more acting range than anyone else listed above.
And I’m sure I don’t have to mention his directorial credentials.
