It's a toughie, but my vote goes to 2007. Why? Because:

Eddie Murphy x 2 + Adam Sandler + Lindsay Lohan + Nicolas Cage looking very, very tired = a type of torture that is strictly prohibited by the Geneva Convention

2010 was both an amazing and terrible year for films:

Amazing: The Social Network, Black Swan, The Fighter, Inception, The Kids Are All Right, Toy Story 3, The Town

Terrible: The worst of all the Twilight movies, that attrocious live-action rendition of the incredible Avatar: The Last Airbender, Sex and the City 2, I'm pretty sure Valentine's Day was 2010, and that Hilary Swank movie.
2013 Emmys FYC
Amy Poehler, Jane Krakowski, Matthew Perry, Martha Plimpton, Louis CK, Nick Offerman, Adam Scott, Garret Dillahunt

2000 is pretty tough to beat for me.. Four or five of the movies up there I was almost surprised are up there. Just because something isn't Oscar worthy, doesn't mean it isn't entertaining.

Hmmm, I am noticing devolution from the 80's.

I detested the unintentionally hilarious Pearl Harbor, but really like Tom Green (as a person).
Battlefield Earth is butchery of a great novel, but has Travolta with plastic snot hanging out of his nostrils.
Swept Away, another example of butchery of the original, but I dont want to vote for any Star Wars film.
And, I like The Happening, for what it is. Lol..

The only years that have films listed above where, there isnt a single one I could stomach, are 2003 and 2006.
I'll go with 2006. I'd rather have sand in my undies than a full-fledged wedgie.

The Sunne in Splendour; I prefer my Roses White
