Tom O’Neil vs. Tariq Khan’s daredevil Oscars predictions [Watch]

I love to smack around one notable Oscarologist: Tariq Khan (watch us go at it above), who often manages to pull off a miraculous magic trick as a pundit. He consistently scores a high degree of accuracy even while making occasional daredevil picks that can appear insane.
Are his current predictions bonkers or brilliant? (See his rankings in all 24 Oscar categories here.) They certainly don’t make a lot of sense at first glance: Tariq picks “The Shape of Water” and Guillermo Del Toro to snag Oscars for Best Picture and Director, but he picks Frances McDormand (“Three Billboards Outside Ebbing, Missouri”) for Best Actress, not the the luminous “Shape of Water” star Sally Hawkins.
Huh? Don’t Best Picture winners often win an acting award — like “Moonlight’s” Mahershala Ali, right?
