Rice’s confidence seems well-grounded. Emmy voters like to repeat past winners (“Modern Family” romped for five years in a row) and now timing is key as the U.S. is engrossed in a presidential election with a woman at the top of the Democratic ticket.

“I think the only possible surprise upset would be ‘Black-ish,’ which has a lot of momentum and did magnificent work this year,” adds Tucker. “But that said, I think it’s ‘Veep’ all the way.”
