    The changes are going to be rolled out over two years.  Some of them had to be rolled out over two years because of AMC already choosing pre-noms and having their episodes edited for submission.

    wait wait you got me confused lol, the emmy choose the  pre noms not the show, so why you said the show choose thew pre noms??

    AMC had already done their voting before the show completely wrapped production because the editing on their acting submissions.  They don’t just submit a full episode but an edited down verison that only features the scenes that the actor appears in.  I have no idea if others from AMC will submit themselves for consideration and can go to an outside source to have their submissions edited for the judges or not but AMC is why they couldn’t enact all their changes for 2012.
