Not really. Everyone is too focused on Parasite to notice that La La Land and Inception, argubaly not so recent movies, cracked Top 2 and 3 respectively together with their directors. So they stood the test of time at least among GD voters unlike movies and their directors who placed well below. Remove Parasite and your Top 3 would be:
La La Land (2016)
Cuaron for Gravity (2013)
Grand Budapest Hotel (2014)
American Hustle (2013)
Acting did even better. Winners in 3 categories are not “recency bias”: Portman (2010), Nyong’o (2013), Simmons (2014).

I think our point is not necessarily that only films that came out last year or this year were destined to do well, but that those specific films did better than they would have if they had come out in say, 2011.

well, Inception came out in 2010 and demolished more recent entries such as Moonlight (2016), Get Out (2017), Call Me By Your Name (2017) which have very vocal stans on the forum but majority that voted clearly prefered oldie but goodie Inception hence why it broke Top 3 which they didn’t. I’m happy with Parasite win and I would have been equally happy had Fury Road won but I just think that decade award thing is just shite and unfair especially when this early.
