Best Arrangement, Instrumental and Vocals, Can PopStars submit?

This category at the Grammys called Best Arrangement, Instrumental and Vocals, is pretty vague in my opinion. So it got me wondering if it’s strictly for soundtracks or a track with layered vocals and instrumentations only, or can a pop song be submitted there also. This can be an opportunity for easy-wins that’s the case. Anyway can someone dig deeper into this.

Per the Grammy Rulebook, and eligible arrangement is “a development, enhanced adaptation or a considerable reworking of an original composition and may
include the use of dynamics, modulations, tempo variations, improvisation, and various textures.”

So basically, it has to be a reworked cover.
