Something I’ve wondered, since the 2012 ceremony. The Recording Academy has implemented a rule forbidding non-EDM adjacent artists to submit at the Grammys in the Dance / Electronic categories
Prior to that, any act of any genre could submit (and even win) in the dance categories. If this was still allowed, who / what do you think would be nominated?

That’s like banning Justin Timberlake from competing in the R&B categories because he’s primarily known as a pop star.

This is not a rule and no one is “forbidden” from submitting their material there. The screening committee simply got more strict about what is considered dance/electronic music once pop music became very dance-heavy and core dance artists started getting ignored in favor of non-singles or B-tier hits by the likes of Lady Gaga, Justin Timberlake, Madonna, and Rihanna.
Even songs by artists typically associated with the genre started getting more scrutinized; i.e. “Get Lucky” and two Zedd songs being shifted to the pop categories.
Justin Bieber, Dua Lipa, Mary J. Blige, Kendrick Lamar, and other artists who are not typically associated with dance music have gotten nominated / won in these categories since they started getting stricter, and Kanye West was even allowed to compete with “Fade,” which does not feature a DJ or other notable EDM artist. (It failed to get a nomination, but that’s not the point.)

However, there are times when an artist crosses different genres with their work and if they put out a song/album that is truly dance, then they should get recognized.

Donna Summer and Giorgio Moroder “Carry On” – WINNER
Daft Punk – “Da Funk”
Gina G – “Ooh Aah… Just a Little Bit”
Pet Shop Boys – “To Step Aside”
Quad City DJ’s – “Space Jam”This category is a mess. Space Jam should not have been nominated and this nomination quietly leads to Who Let The Dogs Out atrocious win in this category. This song by Daft Punk is not their best, but it is ok, but not a winner.
This race comes down to Donna Summer, Pet Shop Boys and Gina G. Of the three, I heard Gina G the most in dance clubs and would have probably voted for it and I liked it a lot. Donna Summer’s Carry On was released earlier in the 90s and I believe it was included on George Moroder’s album released in 1992.

Cyndi Lauper – “Disco Inferno”This is not a bad lineup, but outside of Daft Punk this is like an 80s reunion. Madonna’s Ray of Light is the best of this bunch and deserved to win. I would have removed Cyndi Lauper and Boy George and added the following:

Gloria Estefan – “Don’t Let This Moment End”
Fatboy Slim – “Praise You”
Jennifer Lopez – “Waiting for Tonight”
Donna Summer – “I Will Go with You (Con te partirò)”Cher won this for Believe and it was a deserved win. It is a great dance song and the dance floors filled up when this song was played. Waiting For Tonight and I Will Go With You are also worthy nominees.
I would have removed Praise You and added New York City Boy by The Pet Shop Boys

Eiffel 65 – “Blue (Da Ba Dee)”

Moby – “Natural Blues”This is one of the worst wins in this category. I would have voted for Let’s Get Loud, but I thought that Eiffel 65 would have won for Blue.

Doubt it; probably would have been a case where they wanted the big hit in pop since it was competitive there, like in 2011 when Lady Gaga’s “Bad Romance” was submitted to Female Pop Vocal Performance instead of Dance Recording, while “Dance in the Dark” was submitted to the latter category.
Billie had other songs that could have been submitted to Dance Recording like “Bury a Friend.”

They won in their two genre categories that had relatively little competition. It’s telling that they lost Music Video to a much more mainstream artist/song. They would not have beat Billie.
