It’s definitely filler. But because this is a compilation album of unreleased material, I’ll give it a pass.
The Fugees sample is the best part of the song.
I’m 100% certain Mariah has some gems waiting on The Rarities. We already know it’s a 2 Disc album. Side A with never before heard music. Side B is a live album.

Mariah beat them to the punch and is dropping it on her own terms.
I would love to see Madonna compile an album of demos & unreleased gems. She too has decades of never before seen work.
Britney should also go a head and drop the Mona Lisa album 👀

On a side note, Whitney, Mariah and Celine competed against each other for Adult Contemporary Artist at the American Music Awards in 1997 and Whitney won.
They also were nominated against each other for a Best Pop Collaboration (When You Believe and The Prayer), but they lost to Santana.
