Only two artists have repeated this feat. Adele which came at absolutely no surprise, and Kelly Clarkson which was a complete shocker both times she won.
This year many of us thought it was gonna Be Taylor’s time to repeat. I was 95% sure this was folklore’s to lose and Dua would take Pop Solo, we know how everything turned out. Future Nostalgia was a stellar choice and looks great among that group of winners. Why is it so rare for artists to repeat in Pop Album when Rap, R&B, Country and many other genres have had several repeat winners in their respective album categories?

I assume it’s a mix of pop voters just moving on fast from people (like Ed Sheerab sweeping pop then getting snubbed the following year) and the fact that PVA often goes to the biggest era, and it’s hard to have two “biggest of the year” eras.
In Taylor’s case, her lack of pop support is probably due to her not being a “flashy” popstar. Folklore is a very soft album for Pop Voters who like theatrics 90% of the time.
As for who’s most likely to win twice, Billie is probably it, with Ed Sheeran and Ariana Grande also being good bets assuming they have hit eras (Ariana could do it this year if no one else drops). I could also see Dua Lipa winning another one.

Billie is definitely happening again in the future. They apparently love her. Ariana could pull it off if 2021 continues to be weak.

Pop artists as opposed to rap and r&b artists are often expected to “top” their last (award-winning) album which is a feat that very few are able to pull off. Then there’s the ever-emerging new pop acts factor which plays a part in how more established artists lose favoritism over more innovative or more mainstream new albums. The rap committee doesn’t really care for those factors and has a pattern for blocking great rap albums to favor veterans or bigger rap legends.

Whereas other genres are treated as such, with committees + multiple categories to reward the evolution of music, Pop lineups are determined by straight vote, meaning – as pointed out – the fields are often the year’s biggest sellers, and to replicate commercial dominance is impossible.
If Pop were treated like an actual genre, lineups (and thus, the framework for voting) would show a mix of commercial success, acclaim, innovation, etc. While I’m sure metrics play a role in R&B or Rap, strong #s on BB100 / 200 are pre-reqs to compete in Pop now, which require 1) dedicated fan-bases to purchase + stream, 2) support of Radio. Neither are indicative of quality, nor are they are sustainable (teens are more willing to mass-stream; Radios more willing to play 20 year olds).
Lastly, there are more categories to reward non-Pop acts. The idea of someone winning a category 2x (+) doesn’t matter as much when the runner-up can grab a Contemporary R&B Perf. win or Progressive R&B Album win the next year, etc.

Rap does too but those who find favor with the rap committee (Jay-Z, Kanye West, Eminem) usually seem to have a lifetime membership whereas with Pop it seems they favor Eras over specific artists. Whichever artist is the biggest seller and maintains even a modicum of critical acclaim can be considered the front-runner (unless their black *Cough Weeknd*)
Taylor’s issue this year in my opinion is that she tried to “sneak” in a non-pop album into the Pop category . Of course it was a POPULAR album and her era was huge this year but it wasn’t Pop in the traditional sense. It wasn’t big, theatrical, in-your-face.

Different standards and different annual circumstances. Folklore lost because Taylor isn’t beloved for Pop voters and there was a lot of passion for Future Nostalgia, a new girl on the scene.

Or even be nominated for a GRAMMY at all (I’m looking at you, Changes and Yummy)…
