Let me help you:
Some voters are really tired to watch a lot of tapes (to be exact, the minimum amount they watch is 25).
Some voters just pick their favorites or themost talked about.
Some, just go with who they think should earn it.
You should see the nominations first before you ask about the tapes.
Ellen Burstyn (sorry for misspelling) got nominated for a 15-seconds performance. Why? People just saw her name and voted for her because she is the Emmy-favorite the way Meryl Streep is the Oscar-favorite. (Some Emmy faves are Claire Danes and Allison Janey).

Drama Series: Mad Men, Tape A: Time Zones & A Day’s Work, Tape B: Field Trip & The Monotlith, Tape C: The Strategy & Waterloo
I know is not gonna win, but as the topic solely on tapes, all three are great, Tape C being truly a masterpiece. I can’t imagine someone not voting for Mad Men if he/she gets to see Tape C (at least they also receive Breaking Bad’s Tape B, which could be a really really hard choice)
