Could and should there be a way to enforce voters to watch episodes at Emmys?

I like the popular voting, it let GOT win, but I also dislike that is more of a popularity contest. For example, I love Rami Malek, and I wanted him to win, but as soon as I caught up on Ray Donovan, I knew liev Schrieber 100% deserved to win. I was thinking, since the voting was online, what if the acadamey set up an online platform where each category is locked for voting until the voter watches all of the episodes in each category through the platform. For example, a voter cannot vote in the guest supporting actress category until the voter watches all of the episodes for those performers through that platform. I know it sounds complicated, but all it would require is an account to sign in with. I think this would help for several reasons.

1. it would get rid of voters who are not dedicated and just name check. Being an Emmy voter is an honor and should be taken seriously
2. it would enforce that the episodes are watched.
3. It will still allow popular shows to win if they deserve it as it will still keep the popular voting system.

this would mostly be used for acting, as it would be too much in the series categories, but it would also work with costumes and other technical categories.

Does anybody else like this idea and does anybody think it can work? Should it be enforced and how?
