Just interviewed the writers/producers of The Missing.  Like the Black Mirror people that I talked to last month, they were nice and had a lot of jokes, also coming from comedy backgrounds.  I asked them why they were in limited instead of drama and you can get the full answer when the article and video go up in a few days, but it boils down to the second season being a totally new story, albeit with some returning characters.  It reminds me of Homeland, in which Claire Danes goes to a new city to deal with a new terrorist threat each season. I did not get their take on why Tchéky Karyo is in supporting.
