Since you already gave Ron Swanson some love I think I’m going to choose Abed from Community as my favorite character on television. He is easily one of the most original characters on television and Community just gets so much better when ever it focuses on him.
As for least favorite character I would have to pick someone from The Walking Dead. That show has so much potential yet it fails to live up to that potential due to characters like Rick and Lori. Both of those characters suffer from amateurish writing and very inconsistent acting and all I can do is hope that they leave the screen as quickly as possible.

He was the reason to watch Community before Modern Warfare and he still was the best in season 2, with that exceptional Christmas episode. Hasn’t been as much under the spotlight in season 3, but Troy and Annie can do no wrong any way.
Other than that, Hank Schrader on Breaking Bad. This guy represents what’s right and what’s good in a show where people are either profoundly unlikable (Skyler, Marie) or make terrible life decisions leading them into being bad guys (Walter, Jesse). Sure, he might not have been the most pleasant to be around in season 4, but he was going through a lot. Since the early episodes of season 2, and even more clearly since One Minute, he’s been the hero on that show, the one guy you can feel good rooting for.
As for unlikable… there’s a bunch of candidates : Raj Koothrapali (The Big Bang Theory), Marie Schrader (Breaking Bad), Quinn Whatever (Dexter), Nelson Van Alden… but I think the award goes to Gillian Darmody on Boardwalk. Those who watch know what I’m talking about, the others probably don’t want to know. Just… squick.

Least favorite characters: Blaine Anderson (Glee), Ben Harmon (American Horror Story), everyone on Community (they’ve all turned into one big clique of smugness this season. I would hate to see them and the cast of Happy Endings in a smug-off).
