In terms of British characters, Trigger from Only Fools and Horses definitely takes the crown.

I’d also throw in Alice Tinker (The Vicar of Dibley), Father Dougal Maguire (Father Ted), Baldrick (Blackadder) and Neil Sutherland (The Inbetweeners).

It was especially bad with Tyrion. He used to be so brilliant, and by season 8, nearly every single action he took resulted in things becoming worse.
