I think Billie is super respected in the industry, but is still a very new artist and has been untested at the Grammys. I don’t know why anyone would call her a lock in any category. The songs seem a bit underwhelming this year (but of course it’s early).
I feel like a lot of early contenders won’t get nominated… The Lion King, Rocketman, Aladin. They were all lacking in quality.

We don’t really know that many submissions in the Rock Field to predict lol. Everyone has been submitted elsewhere it seems.
I saw that Sheryl Crow is submitted in Rock Performance for “Beware of Darkness” featuring Sting, Eric Clapton & Brandi Carlile. That’d be a cool nomination.
I would argue that Lizzo might have a broader overall support from the Recording Academy to take home the award for Best New Artist. She will be pulling in votes from the Pop voters, R&B, Hip-Hop, classical and instrumental (given her much publicized and used in live performances flute playing).
